Patty I've wondered the same thing. Can you imagine the outcry if President Bush had been caught with his hand in the till like that? That would have been seared on the nations collective brains to such an extent that no one would have ever forgotten it. Instead, it's just glossed over, barely mentioned, and he continues to lead the UN. Any organization with that degree of corruption is incapable of garnering the respect needed to make this happen.
